The Health Ombudsman took immediate registration action by imposing conditions on the registration of Dr Rupin Aggarwal, effective 5 April 2024.

Details of Dr Rupin Aggarwal registration, including the full list of imposed conditions, can be viewed on the Australian Health Practitioner Regulation Agency website.

Conditions imposed include the requirement Dr Rupin Aggarwal, must:

  • Only practise as a registered health practitioner in employment and at practice locations approved by the Health Ombudsman and published on the Office of the Health Ombudsman website.
  • Must not be the only registered health practitioner on site while practising at an approved practice location.
  • Must not practise except in the following circumstances:
    • To provide a service for the purpose of a skin check and/or diagnosing or treating skin cancer where the patient has:
      • booked a consultation with the practitioner that is identifiably for the purpose of a skin check and/or seeking diagnosis or treatment of skin cancer;
        or
      • been referred to the practitioner by another registered health practitioner for the purpose of a skin check and/or seeking diagnosis or treatment of skin cancer.
    • To provide a ‘voluntary assisted dying service’ to a patient who has been referred to the practitioner to access or receive a voluntary assisted dying service.
      • For the purpose of condition 3(b), a ‘voluntary assisted dying service’ means an assessment, consultation, decision, action or other service undertaken for the purpose of and in accordance with Parts 3 and 4 of the Voluntary Assisted Dying Act 2021 (Qld). (Condition 3 will commence on the 19 April 2024).

The Health Ombudsman has approved that Dr Aggarwal can work at The Lockyer Doctors which include Laidley, Rosewood, Plainland and Gatton clinics.

In accordance with section 62(2) of the Health Ombudsman Act 2013 (the Act), the Health Ombudsman’s decision will continue to have effect until:

  • the Queensland Civil and Administrative Tribunal sets the decision aside
    or
  • the Health Ombudsman removes the conditions imposed on Dr Rupin Aggarwal registration under section 65 of the Act.
