The Health Ombudsman issued a prohibition order to Matthew Rose on 1 October 2024.

The Health Ombudsman then varied the prohibition order, effective 19 December 2025.

The practitioner is prohibited from providing or supporting any health service, in any role other than the role of a security officer approved by the Health Ombudsman.

Scope of Practice

The restrictions imposed include the requirements the practitioner:

• must not be the sole security officer rostered on any shift and he must not attend any security incident without another security officer in attendance.

Period of action or order

The prohibition order will continue to have effect until:

• the Queensland Civil and Administrative Tribunal sets aside the decision, or
• the Health Ombudsman decides to revoke the order pursuant to section 90M of the Health Ombudsman Act 2013.
