Health Ombudsman releases public statement on Mr David Zhen (also known as Tai Hui Qing and Qing Jong)

The Office of the Health Ombudsman (OHO) is investigating the alleged conduct of Mr David Zhen (also known as Mr Tai Hui Qing and Qing Jong) who is the Director of H2O Massage Pty Ltd, trading as H2OMASSAGE.

On 12 June 2024, the Health Ombudsman issued an interim prohibition order to Mr Zhen prohibiting him from providing or supporting any health services.

The OHO has since identified significant concerns that Mr Zhen has placed patients at high risk of serious harm by providing them with dangerous and ineffective treatments and advice, including:

  • claiming to treat and cure serious illnesses and conditions
  • discouraging people from continuing conventional medical treatments
  • lack of infection control procedures.

This statement has been issued to warn anyone who may have been advised or treated by Mr Zhen/H2O Massage either directly or indirectly, that the health services they received may worsen their health condition/s and/or place them at ongoing serious risk of harm.

Mr Zhen has allegedly treated people from Australia and overseas, including China. While the investigation has determined that multiple people received treatments from Mr Zhen, the OHO has been unable to identify everyone.

Advice for patients of Mr Zhen

If you have received a health service from Mr Zhen, you are strongly encouraged to seek urgent medical advice from a registered medical practitioner, such as a general practitioner (GP), or you can visit a hospital. To find the nearest hospital or health service in Queensland, please visit the Queensland Government health service finder.

For Queensland residents, you may also call 13 HEALTH (13 43 25 84) which is a 24/7 health advice phone line to call and speak with a registered nurse.

If you received a health service from Mr Zhen prior to or after 12 June 2024, you are encouraged to contact the OHO by calling 133 646 or by completing an online complaint form.

When seeking medical advice from a registered health professional, consumers should check the Ahpra register to check their health professional is registered to practise in Australia and if they have any conditions on their registration that limit what they can do.

When seeking unregistered health services, consumers can check to see if a health practitioner has an interim prohibition order or prohibition order by visiting the OHO website.
