The Health Ombudsman took immediate registration action by imposing conditions on the registration of Cheriya Orkateri Abdulla, Medical Practitioner (MED0001803653), effective 17 December 2024.
The Health Ombudsman then substituted the decision of 17 December 2024 with a new decision, substituting the original imposed conditions with new conditions, effective 18 September 2025.
Scope of Practice
The conditions imposed include the requirements the practitioner:
- must not have contact with female patients aged 15 years and over, with the exception of contact using telehealth platforms
- must not have in-person contact with any male or female patient aged under 15 years, who is accompanied by a female person aged 15 years or over, unless an observer approved by the Health Ombudsman is physically present to observe the entire contact
- must only practise as a registered health practitioner in employment and at practice location/s approved by the Health Ombudsman and published on the Office of the Health Ombudsman website.
- must take all reasonable steps to ensure
- female patients aged 15 years and over, or their parent or guardian, are told at the time of wanting to book an appointment with the practitioner that the appointment can only be booked if the patient or their legal guardian agrees to the entire contact with the practitioner being conducted using telehealth platforms only. The practitioner must not provide this information to patients personally
- any male or female patient aged under 15 years, or their parent or guardian, are told at the time of wanting to book an appointment with the practitioner that if the patient is accompanied by a female person aged 15 years or over the appointment can only be made if an observer is present for the entire contact
- Any male or female patient aged under 15 years, or their parent or guardian, who at the time of the appointment declines to have an observer present, must be advised that the appointment will not proceed.
Approved employment and practice locations
The Health Ombudsman has approved the practitioner’s employment as a medical practitioner at the following practice location:
- Al-Adil Private Ltd, Suite 306, 2 Wellness Way, Springfield QLD 4300
Period of action or order
In accordance with section 62(2) of the Health Ombudsman Act 2013 (the Act), the decision will continue to have effect until the earlier of the following happens –
- the Queensland Civil and Administrative Tribunal sets aside the decision;
- the Health Ombudsman removes the conditions under section 65 of the Act.
