The Health Ombudsman issued an interim prohibition order imposing restrictions on the provision of health services provided by Daniel Jon L’Estrange, effective 10 March 2025.

The Health Ombudsman then substituted the decision of 10 March 2025 with a new decision, imposing restrictions on the provision of health services by Daniel Jon L’Estrange, effective 10 September 2025

Scope of Practice

The restrictions imposed include the following requirements:

  • The practitioner must only provide a health service or support service for a health service (practise) as a health practitioner in employment and at practice locations approved by the Health Ombudsman and published on the Office of the Health Ombudsman website.
  • The practitioner must be supervised by a person (the supervisor) who is approved by the Health Ombudsman. The practitioner must consult with the supervisor at least once a month, to discuss any concerns with the practitioner’s provision of a health service or support service for a health service. For the purpose of this restriction, ‘supervised’ means that the supervisor has general oversight over the practitioner, reports to the Office of the Health Ombudsman under restriction 6, but does not need to be physically present or on duty while the practitioner is working.
  • In addition to a supervisor approved by the Health Ombudsman, the practitioner must have access to at least one ‘crew supervisor’ (who does not need to be approved by the Health Ombudsman) at all times when practising in any role that requires direct (verbal and/or physical) contact with patients/consumers. The practitioner must, if and when necessary, consult with and follow the directions of the crew supervisor, who is to be physically present in the workplace or accessible by telephone/radio or other means of telecommunications, to discuss the practitioner’s provision of any health service, or support service for a health service, to patients/consumers and/or the performance of the practitioner.

Approved employment and practice locations

The Health Ombudsman has approved the practitioner’s employment as a Security Officer at the following practice location:

  • Royal Brisbane and Women’s Hospital (RBWH), Cnr Butterfield St and Bowen Bridge Road, Herston Qld 4029

Period of action or order

In accordance with section 73(2) of the Health Ombudsman Act 2013 (the Act), the order continues to have effect until the earliest of the following happens –

  • the order ends under section 90H of the Act;
  • QCAT sets aside the decision to issue the order on application by the practitioner for a review of the decision;
  • the Health Ombudsman revokes the order under section 76 of the Act.
