The Health Ombudsman issued an interim prohibition order imposing restrictions on the provision of health services provided by Graeme Roggensack, effective 17 August 2020.
Scope of Practice
The restrictions imposed include the requirements the practitioner:
- Must not massage or otherwise touch in anyway any female person when providing any health service including the provision of massage training.
- Must verbally advise all trainees prior to undertaking any massage training, that he is unable to massage or otherwise touch any female person while delivering that training.
- Must keep accurate records as to the name, address and contact details of all persons to whom he provides massage training, and must provide these records to the Office of the Health Ombudsman as requested and within five business days of the end of every calendar month.
- Must only practise as a health practitioner in employment and at practice location/s approved by the Health Ombudsman.
Approved employment and practice locations
The practitioner does not currently have Health Ombudsman approval to practise in any employment or practice location/s.
Period of action or order
In accordance with section 73(2) of the Health Ombudsman Act 2013 (the Act), the order continues to have effect until the earliest of the following happens –
- the order ends under section 90H of the Act;
- QCAT sets aside the decision to issue the order on application by the practitioner for a review of the decision;
- the Health Ombudsman revokes the order under section 76 of the Act.
