The Health Ombudsman took immediate registration action by imposing conditions on the registration of Shimit Peedikackal John, registered nurse (NMW0001368818), effective 13 June 2025.

Scope of Practice

The conditions imposed include the following requirements:

  1. The practitioner must only practise as a registered health practitioner in employment and at practice locations approved by the Health Ombudsman and published on the Office of the Health Ombudsman website.
  2. The practitioner must not undertake frequent observations or ‘specialling’ of patients.
    For the purpose of this condition, ‘frequent observations’ is defined as observations that must occur at least every 15 minutes.
  3. The practitioner must not practise outside the hours of 6am to 10pm.
  4. The practitioner must be supervised by another registered health practitioner (the supervisor) when practising as a ’Nurse’.
    For the purposes of this condition, ‘supervised’ is defined as:
    The practitioner must consult with the supervisor who is always physically present in the workplace and available to observe and discuss the management of patients and/or performance of the practitioner, when necessary, and otherwise at fortnightly intervals unless otherwise directed by the Health Ombudsman.
  5. The practitioner must not practise in a role where the practitioner is required to supervise, mentor or have oversight of the practice of another health practitioner.
    For the purpose of this condition, ‘supervise’ has its ordinary meaning and is not limited to the definition applicable to condition 4. This condition does not apply to general supervision of enrolled nurses as required by the ‘Enrolled nurse standards for practice’, with the exception of supervising enrolled nurses undertaking frequent observations or ‘specialling’ as defined in condition 2.

Approved employment and practice locations

The Health Ombudsman has approved the practitioner’s employment as a Registered Nurse at the following practice location/s:

  • Cairns Hospital - Mental Health Unit, 165 The Esplanade, Cairns North Qld 4870

Period of action or order

In accordance with section 62(2) of the Health Ombudsman Act 2013 (the Act), the decision will continue to have effect until the earlier of the following happens –

  • the Queensland Civil and Administrative Tribunal sets aside the decision;
  • the Health Ombudsman removes the conditions under section 65 of the Act.
